RECOGNITION OF RUSSIAN MEDICAL STUDY IN INDIA

Previous to the year 2001, all Indian students were required to go to those medical colleges abroad which were listed by the Medical Council of India (MCI) in the Third Schedule of the Indian Medical Act, 1956. However, in the year 2001, the Indian Medical Act, 1956 was amended on 3rd September 2001 and was re-named as the Indian Medical Act (Amendment) 2001, where Section 13 (4A) and (4B) were amended to nullify the previous restricted list of 'Recognized' medical colleges and give permission to an Indian citizen to freely join any medical college in any part of the world, subject to the obtaining of an Eligibility Certificate prior to joining the medical college and upon the successful completion of the course appear and pass a screening examination in Indiato register the equivalent MBBS degree.

The Eligibility Certificate is issued by the Medical Council of India on the following basis:

1. Obtaining of 50% and more marks in Physics, Chemistry and Biology for General Candidates

2. Obtaining 40% and more marks in Physics, Chemistry and Biology for Reserved Candidates.

3.Completion of 17 years of age.

4. Submission of valid caste certificates in case of reserved candidates.

Screening Test: All Indian citizens who have completed their medical graduation in any medical college in any country and who have obtained the Eligibility Certificate is required to appear and pass a Screening examination to register their degree in India. This examination is conducted by the National Board of Examination. Some of the Salient points of this examination are as follows: 

1. This examination is not a competitive exam and covers the syllabus of the MBBS course that the student has studied.

2. The examination is in the nature of Multiple Choice Questions (MCQ)

3. The examination consists of 3 parts.

4. The student requires only 50% aggregate in the examination to pass the same.

5. The examination is conducted twice a year ~ March and September.

6. There are no limitations on the number of attempts. A student can give unlimited attempts to appear and pass the exam.

DOCTOR OF MEDICINE (MD) & MASTER OF SURGERY (MS)

Till the year 2008, post- graduation from nowhere in the world was recognized by the Medical Council of India for the purpose of registration as an additional qualification in the register maintained by the Medical Council of India. In the year 2008, the MCI started recognizing the additional qualifications from five "English speaking" countries namely, USA, UK, Canada, Australia and New Zealand for registration. 

Besides the above, post graduate qualifications from nowhere in the world are recognized by the Medical Council of India for registration as an additional qualification. That would mean that the student who finishes his post-graduation from any other place would be unable to work in a government organization as a post -graduate or go into academics. Needless to say, he can work in a private hospital or have his own private practice. However, the Russian degrees are already recognized in the European Union, Saudi Arabia, UAE, Mauritius etc. where the students can work as a post-graduate doctor.

The International Medical Education Directory (IMED) provides an accurate and up-to-date resource of information about international medical schools that are recognized by the appropriate government agency in the countries where the medical schools are located. The agency responsible for this recognition in most countries is the Ministry of Health. Medical schools that are recognized by the appropriate agencies in their respective countries are listed in the International Medical Education Directory. A medical school is listed in IMED after FAIMER receives confirmation from the Ministry of Health or other appropriate agency that the medical school is recognized by the Ministry or other agency. FAIMER also updates the International Medical Education Directory as information about medical schools is received from Ministries of Health or other appropriate agencies.
ECFMG, USA - The doctors qualifying from the WHO recognized medical universities are eligible to appear for USMLE (United States Medical Licensing Exam) in Moscow or other centers around the world.
General Medical Council (UK) - As GMC regards most of the primary medical qualifications listed in the World Health Organization (WHO) directory of medical schools as acceptable for the purposes of registration with the GMC, the degrees awarded by Russian universities are also recognised. Hence, medical graduates from Russian Universities can appear for the PLAB (the licensing examination for overseas doctors).
European Union: Russia is a signatory to the Bologna convention and even though Russia is not a part of the European Union, the degrees from Russia are considered as equivalent and are valid in the whole European Union. The Bologna Convention is a commitment freely taken by each signatory country to reform its own higher education system or systems in order to create overall convergence at European level.

RECOGNITION BDS & MDS IN INDIA

Previous to the year 2009, all Indian students desirous to do BDS were required to go to those dental colleges abroad which were listed by the Dental Council of India (DCI) in the Indian Dentist Act, 1948. However, on 13th, August 2009, the Indian Dentist Act, 1948 was amended which nullified the previous restricted list of 'Recognized' dental colleges and now gives permission to an Indian citizen to freely join any dental college in any part of the world, subject to the obtaining of an Eligibility Certificate prior to joining the dental college and upon the successful completion of the course appear and pass a screening examination in India to register the equivalent BDS degree. The amendment of the relevant section of the Indian Dentist Act, 1948.

The Eligibility Certificate is issued by the Medical Council of India on the following basis: 

1. Obtaining of 50% and more marks in Physics, Chemistry and Biology for General Candidates

2. Obtaining 40% and more marks in Physics, Chemistry and Biology for Reserved Candidates.

3.Completion of 17 years of age.

4. Submission of valid caste certificates in case of reserved candidates.

Note: Please be informed that the admission process has already started in most of the universities. From world over, there is a large quantum of applicants and the seats are limited in all the universities, therefore, candidates will be absorbed on "first come first basis". At this juncture, we would suggest you to expedite to make up your mind for higher education in Russia.
